Ahmad Othman was born in Kampong Pesagi, Chenor Pahang. He received his early education at Sekolah Kebangsaan Pesagi, Chenor, Pahang. He then continued his secondary education at Sekolah Menengah Agama Chenor for one year before moving to Sekolah Menengah Agama Al-Ihsan Kuantan in 1968. He went to Kolej Islam Kelang, Selangor in 1972 and sat for Malaysian Certificate of Education in 1973.
He received his Diploma in Electrical Engineering (Communication) from Uiversiti Teknologi Malaysia (UTM) in 1977; Bachelor of Science in Electrical and Electronic Engineering from Portsmouth Polytechnic England in 1979; Master of Education specialising in Technical Education and Training System from La Trobe University, Melbourne, Australia in 1993; and Doctor of Philosophy from the University of Nottingham England in 1999.
His career started when he joined the National Industrial Training and Trade Certification Board (NITTCB) in 1979. The Board was then reorganized and became the National Vocational Training Council (NVTC) in 1989. During his tenure at the NVTC, he had served various divisions, i.e., Curriculum Development Division, Skill Testing and Certification Division and Planning, Research and Promotion Division. He was transferred to the Ministry of Youth and Sports Malaysia in December 2000 and worked there as the Director of Skills Development Division until April 2002.
His academic career started when he joined the Universiti Tun Hussein Onn Malaysia (formerly known as Kolej Universiti Teknologi Tun Hussein Onn, KUiTTHO) in May 2002 under the Faculty of Technology Management. In September 2007 he moved to the Faculty of Manufacturing Engineering and Technology Management of Universiti Malaysia Pahang (UMP) until March 2012. In 2013, he joined the University College of Technology Sarawak (UCTS) under the School of Business and Management until March 2017. Currently, he serves Kolej Universiti Poly-Tech MARA Kuala Lumpur.
Dr Ahmad has involved in several consultation projects since 2002. His clients include the Ministry of Youth and Sports, the Department of Skills Training, and the International Youth Cooperation Development Center (CYDECO) Vietnam. He has also served various working committees at the National Vocational Training Council (NVTC) for the development of the National Occupational Skills Standard (NOSS) as well as external assessor for the National Skills Certification. He has published more than eighty articles and books either solely or jointly. He has lectured management subjects which include, among others, Management of Technology, Technology Assessment, Strategic Planning, Strategic Management, Leadership and Supervision, Project Management, Industrial Psychology, Principle of Management, as well as Supervisory Skills. He also involved in conducting short courses on Professional Development and Quality Assurance, Techniques of Data Analysis, Data Gathering and Instrumentation and Human Resource Management, Supervisory Skills, Leadership as well as Business Strategic Planning.
